A very important report is coming from the Council of Europe

Here, in provisional form, is a report with recommendations from a Committee in the Council of Europe. (It is important to remember that the Council of Europe is nothing to do with the European Union; a larger group of countries are members of the Council of Europe, Norway among them.)

The draft resolution has been adopted unanimously by the Committee, and is, as far as I know, then to be considered by the Parliamentary assembly.

Rapporteur: Ms Olga Borzova
Report - Provisional version
January 2015

The rapporteur, who has been heading the work of producing the report, is Russian. From our point of view that is fortunate, because Russia has open eyes to all the abusive actions carried out by child protection agencies in Western countries.

The report is very good indeed.
I really have only two objections:
     The title makes it appear that there is a conflict between children’s best interest and keeping families united, and implicitly that the social services know and take care of the children’s interest.
    Secondly, the report underestimates the root-deep lying of the social services and the authorities. Their lies permeate court treatment and judgments as well.

OECD Conference focuses on "Barnevernet" in Norway

"A report about «Barnevernet» in Norway will be presented during Europe’s largest human rights conference - «Warsaw Human Dimension Implementation Meeting» of the Organization for Security and Co-operation in Europe (OECD) on September 18th.

The report will discuss «Barnevernet» in light of the strong resolution of the Parliamentary Assembly of the Council of Europe (PACE) in Strasbourg on June 28th."

Det trengs en skjerping av skjønnsutøvelsen i norske barnevernssaker og det er gledelig at Europarådet har godkjent en rapport som beskriver dysfunksjonelle sider ved deler av norsk barnevern. Det er på høy tid å endre det som ikke fungerer.
(A sharpening is needed in the exercise of assessment in Norwegian child protection cases and it is very positive that the Council of Europe has approved a report describing the dysfunctional sides of parts of Norwegian child protection. It is high time to change that which does not function.)

"KONSEKVENSER. Rapporten vil få følger når det gjelder håndteringen av barnevernssaker som fremmes for menneskerettighetsdomstolen i Strasbourg. Selv om vedtaket er formulert med mange av de samme ord og vendinger som vi ser i det norske lovverket – og som ikke har vært tilstrekkelig for å legge til rette fornuftige rammebetingelser for en god og ansvarlig praksis, får vi håpe at vurderingene i Europarådets rapport kan innskjerpe nødvendigheten av å ta loven til følge.
    Dette innebærer at det gis mindre rom for misbruk- og forenkling av psykologisk teori og metode med hensyn til hvordan loven skal anvendes – og at man ikke kan gå inn å hente ut barn fra familier med politi på det lavterskelnivået man ofte er vitne til i dag."

(Consequences. The report will have consequences when it comes to the treatment of child protection cases brought to the Court of Human Rights in Strasbourg. Even if the resolution is expressed with many of the same words and formulations which we see in Norwegian legislation – and which have not been sufficient to provide a sensible framework for good and responsible practice, we must hope that the considerations in the Council of Europe's report can sharpen further the realisation that it is necessary to abide by the law.
    This means that less room is given for abuse and oversimplification of psychological theory and method as regards how the law is to be applied – and that one cannot just go in and fetch children out from families with the [help of] the police at a low threshold level the way we often witness today.)

(In the best interest of the child. Furthermore, the report emphasises that it is not a question of an either - or, but of a both - and: that one must, as regards human rights, on every level in working with children and families, take account of the child's best interest and the necessity of keeping families together through the help and assistance given. And when a possible necessity arises of moving children out of the family, there has to be a thorough effort to return [the children] to the parents as soon as possible and without unneccesary delay after placement, attachment theory not being used unilaterally as an argument for not returning the child.)

    What does "modere" mean? [referring to the misprint]
Maybe "listen to and comply with" would be clear?

Yes, Norwegian diplomacy, the Ministry and Directorate, and politicians on all levels, have so far to a major degree been the most destructive forces having driven Norwegian families into irrepairable tragedies. Not least do they harm the children.

There is more than enough evidence available showing the catastrophic results of taking children into care and other actions regularly employed by the child protection agency, and of the unscientific nature of the "professional" ideas, theories and speculations which permeate child protection psychology and practice. Quite right: it is high time to do away with the present, misdirected regime, among other things by closing down the present education both in child protection, child protection psychology and child protection law.
