This is an abstract – a summary – of an article in the periodical European Journal of Social Work, Vol 17, Issue 4, 2014. The abstract is written in English, Norwegian, Finnish and Danish.

"Despite an ideological focus on prevention and provision of a fair amount of universal services and in-home child protection services for families and children, there is, nevertheless, a relatively high number of children in the child protection system, even children placed out of their home. The outcome of child protection seems to be relatively poor."

But, exactly as expected from social work bureaucrats (which these are), they draw a conclusion which is not exactly logical but which excuses the system completely, one which more than hints that the principles of family belonging (they call it "family orientation") and that of not intruding more drastically than necessary, these are the obstacles (according to these authors)! That it is 'time to put the child centre', as the title says:

"Other problems are about the normative foundation for the system, for example, family orientation and the least intrusive principle. Such principles are closely related to the logic of universal services, and may as such ignore the diversity of needs, rights, risks and ages of children needing protection and related services. Consequently, many principles of the present child protection systems are – and will remain – challenged by a child-centric orientation, in which valuing children's needs, rights and voice in situ are central."

Incredible! It shows, once again, that there is no solid foundation in real fact for the present 'protection' of children as carried out by our social services. There is no way out of this quagmire other than to shut down the whole of the present education and the child protection unit and send them all packing, so that it may be possible to start again and build a real social service for children's welfare, from scratch.
