Health stations in Oslo to check on foreign children's Norwegian language proficiency?

This can leasily lead the health establishments to be as hated and avoided among families from other countries as the child protection units are:

Oslo City Council to Penalize Inadequate Norwegian
Oslo City Council will identify the language proficieny of three-year olds and punish parents who fail to ensure that children learn Norwegian.

My comment is:
It is very, very encouraging if minority families of all kinds have begun to take the dangers of Norway's treatment of children seriously to the extent which Mr Musse, of Somali origin, says. That is: that they leave the country at once when the child protection services (CPS), or others with connections to the CPS, start "acting in the best interest of the child". If they do not, the likelihood of a coming hell caused by the CPS, and the family being destroyed, is high. Leaving Norway, the good sides to many children's life in Norway are lost, but this is irrelevant. Such advantages are not of any help anyway, or they are totally absent, for children who are destroyed by the CPS.
