We are almost seduced by the NBHS. They seem to take this seriously.
But I am by no means convinced.
First of all, the NBHS has through directives made it clear that their local representatives, the County Governors (Fylkesmannen) should not handle complaints on experts and their reports when they are filed by CPS victims. These directives have efficiantly stopped any parent who - at any stage in the process of removing their children - wanted to have a real evaluation of this expert`s work.
Secondly, it seems that the NBHS are going to go through the reports in the same way that the Child Expert Commission does it; - by going through the reasoning and design of the reports, but without going through the facts. One problem is of course that the NBHS blindly accepts the logic of an obscure part of psychology, conclusions that parents lack parenting skills based on totally unproven and highly unscientific theories. On the other hand, facts, or the lack of them, are very often the core of the problem in these reports. The NBHS would have to ask the families if they want facts, something they will never do.
Thirdly, the NBHS are going to send these cases back to the municipalities if there are any problems, and let the municipalities do the further investigations and follow up. Of course the NBHS must know that the municipalities will not do much else than try to cover up for themselves. If the NBHS does not know this, it is a proof of their disability and unableness to do the tasks that the fellowship expects and demands from them.
The NBHS shows that it is itself part of the problem in the Norwegian CPS system.
Why is the Norwegian CPS a disaster?
Lack of skills? Lack of attitude? Lack of knowledge? Lack of empathy?
Nothing as such!
The Norwegian CPS is a disaster because no-one is controlling them. These are highly predictable dynamics, affecting any system that is not being monitored properly.
The experts should control and guide the case-handlers, but instead the case-handlers are controlling the appointed specialists. The County Board should control and secure the quality of the CPS proposals, but instead the appointed experts with financial ties to the CPS control the outcome in the County Board. Where the CPS coincidentially wins ninety percent of all the cases...
It is not corruption. It is called "unfortunate ties", although these ties are actually very fortunate for some.
According to the Norwegian health laws, the NBHS should supervise and handle complaints concerning all health personnell including the appointed specialists, but they have simply defined themselves away from their responsibility, so that CPS victims in fact do not have any way to contradict biased and false reports.
The Child Expert Commission itself, which has no authority to wreck reports, and as stated above does not allow parents to correct or fill in with facts, simply functions as lipstick on the face of poor quality control.
And when Norwegian parents file complaints concerning the CPS itself, the NBHS handles these complaints not by looking into the core of the matter, but by looking at formal procedures and deadlines. I have also never heard of any family that had their case turned around because of interference from the NBHS or their local representatives.
It is not lack of competence, but a total lack of real control and supervision that is ruining Norwegian families. And the responsibility lies on the Norwegian Board of Health Supervision.
Therefore they can not, and will not solve or even contribute to a solution to the CPS-crisis.
In this particular case with a pedophile child expert, they will try to calm the storm by doing investigations that are meaningless and without ambition.
Not one single child will return to it's family because the expert who settled the outcome of the case was - mildly speaking - inadequate.
I am sorry to say it, because this scandal should be a wake-up call for everyone, and especially for the government.
But as for today, there is no true political will to do what is necessary to change the system for the better.
The only ambition the authorities have, is to make the system look better, and this investigation is part of that ambition.
