Mange som "sitter på omsorg" skal visst frigjøres? for å skaffe plasser til de som har "adferd"? Eller hva skjer a?

nei jeg vet ikke, men de har jo så stor problemer med å skaffe fosterhjem, så de må vel flyttes hjem - eller kanskje de bare slippes på gata i påvente på at de skal få atferdsproblemer nok?
